Meet the New Director: Lina Garcia-Martin is Seated on 2026 PDCA Board

Lina Garcia Martin, P.E., M.Sc., brings a global perspective, collaborative leadership style and deep technical expertise to the PDCA Board of Directors as a new member in 2026. With a career rooted in geotechnical and marine construction, Lina has built a reputation for bridging engineering excellence with practical, constructible solutions across complex maritime projects.

Originally from Bucaramanga, Colombia, Lina's passion for engineering began early and carried her through a highly competitive civil engineering program at the Universidad Industrial de Santander, where she ranked first among applicants. She later completed her master's degree in geotechnical engineering in the United States, launching a career that has spanned ports, harbors, bridges and design-build marine infrastructure throughout the U.S. and Caribbean.

Lina currently serves as Vice President of Engineering at ORION, where she leads marine structural engineering efforts, fosters collaboration between engineering and construction teams, and helps position the company for larger, more complex design-build projects. Known as a "team promoter," she is deeply committed to mentorship, inclusive leadership and advancing engineering practices through collaboration.

 

Her involvement with PDCA runs deep. Lina was instrumental in forming the PDCA Florida Chapter and currently serves as its president, helping build momentum, grow membership and strengthen regional engagement within the driven pile industry.

She is a firm believer in the benefits available through industry associations; "Networking and forming partnerships. Finding people we can talk to about projects. Networking is important for us with vendors, other contractors for joint ventures, and even just to have conversations about the industry."

As a PDCA Board member, Lina is passionate about education, industry collaboration and expanding visibility and opportunity within construction. Her energy, perspective and dedication make her a valuable addition to PDCA's leadership as the association looks toward the future.
